I guess the fee is to cover the facial recognition camera to make sure you paid the fee.

Almost every time I've gone to a dog park, idiots bring dogs that don't play well with others.

It's that with kid parks too. Go there with your kids, and some idiot brings the kid that doesn't play well with others. Chances are, they're the same people.
