Usually legally and always ethically...maybe she did when she first ran. Many California Democrats get re-elected without voters putting any thought into it. That's why they've had Waters, Feinstein, Boxer, Pelosi since the jurrasic period and probably won't get rid of the new crew like Swalwell and Schiff anytime soon.

Surprisingly, No. At least not at the Federal level.
A year or two ago, that became an issue with a U.S. House seat in Georgia. One of the challengers was running to represent the district next to the one he lived in. It's apparently legal.
More local, I remember Rick Santorum getting a ton of shit for selling his house in PA and moving to VA full time while he was a Senator representing PA.
Of course, it was the Democrats crying foul over Santorum's move, but essentially doing the same shit in GA and now CA with Walters.

Actually Santorum brought the issue up when he first ran for senate, making the residence of his opponent an issue. Considering he had a young family at that time, I would not have blamed him for moving if not for him trying to make an issue of it.
