Probably a habit, no different then if you always keep one hand hooked in your belt, or what ever. He got used to it from all those suspicious stops, and now just keeps it there.

Just because you don't look like a scumbag, doesn't mean you aren't one. If he was professional and courteous I wouldn't think too much of it.

He wasn't really all that courteous actually. He seemed kind of young to have a chip on his shoulder, but he came across like he had a whole boulder on his shoulder. I had an out headlight, and before he walked back to his car the second time he actually said "I better not see you out here with your car out of compliance again. You got it?"
He was a prick, and I think that's why it bothered me that he had his hand on his sidearm during the entire encounter. I honestly might not have even noticed his hand if he would have been at least a little bit friendly. If he's already a bitter cop, I don't want to see him 10-15 years from now!

intimidate and scare tactics..
personally i would have asked him if he was scared of me that he kept his gun on his hand..
age wise he was probably new to the force and nervous or something.. lol but deffenately a power trip kinda guy...
