So if you're not "hunting" you can only have a firearm in your camp ???

Nope, two separate issues.
DNCR originally banned guns based on a regulation. They have since amended the regulation. Preemption does not apply to a state agency.
Municipalities, even if they have parks bans, cannot have them due to preemption, which does apply to municipalities.
Bottom line? We've got to keep hammering away at the municipalities one at a time.
Most respectfullly nonconcur with your statement. It was not the Legislature that changed the rules, but rather the Executive Branch (DCNR). I'm sure the Legislature had some input on the change, but the Legislature has never had a problem with guns in parks - court facilities and schools, maybe, but that's about it.Quote:

I have neither seen nor heard any indication that DCNR had any desire or inclination to change their 'regulation' and permit license-holders to carry in State Parks. In the absence of that, the legislature recognized the importance of this issue and passed legislation which nullified the existing DCNR regulation.
Absent the legislature's action, things would remain unchanged.
