I was there today 10/04/2017 to renew my pike county permit that they would not renew. Lackawanna/Scranton was no problem as long as you do not have any restrictions on you state permit. I got there 9:00am and had my new permit in 10 minutes. Anyone going there needs to use their phone or a credit card to pay the meter to park. So be prepared no other parking around there.

I just got mine there a few days ago.
There is nothing really too onerous - it's the same as the resident app.
However, as stated in the OP, you'll need to bring a photocopy of your state driver's license and your state carry permit. Of the latter, it must be unrestricted.
You must also fill out the paper application as provided by the Sheriff's Office. No online forms will be allowed.
They do take credit cards, however if the machine is down, you'll need to pay cash. The fee is $20.
Remember that you'll also need to provide two references - name, address, and phone numbers for each.
Turnaround is approximately one hour - that's from the time I got out of my car in front of the courthouse, through security on the ground floor (it's a courthouse - no weapons allowed), up the elevator to the first floor and back to the car.
