I'd really like an HP22A and it makes no sense to pay $40 in FFL fees for a $100 handgun. Do any stores stock these?

Try Pocono Mountain Firearms 570-664-8377 open at 10:00 small but great patriots ;)
You’re buying a headache. Get a hi point if you want to go slumming.
I gotta agree.
There plenty of things that poss me off for free no need to spend a $100 on one. If your Hell bent try Gallagher Guns, Brian is a great guy who goes out of his way to make his customer base happy.

I've read nothing but gleaming reviews online. I'm buying one for the novelty anyway
Phoenix Arms,They make great Fishing Weights , I use them when fishing deep water in the Atlantic Ocean ! Highly recommended ( as fishing weights only ) !
I'm pretty sure J&G in Throop carries Phoenix Arms guns. I'd start by giving them a call.
They're the Jiminez of .22's.
You'd be way better off with a Bersa or a Walther for $100 more.
Don't listen to them. Jennings .22's are a shit load of fun and can be made reliable without much effort. I would imagine phoenix (which used to be Raven. All those companies are owned by members of the same family) can be as well. Buy one, douse it in wd 40 and try it with hotter loaded ammo.
Personally I would try to find a used Jennings or Jimenz for $50. You could find a Heritage for $100 and get something that will work more consistently
I will speak for the minority and say that my hp22 is pretty good, once you get used to that annoying extra mag safety thing.
