from the "used duct tape for its actual purpose" thread, not to be insensitive but this is another possible use for duct tape. DONT USE IT ON YOUR DUCTS ANYTHING BUT WHAT IT IS USED FOR

With Philly being the "cesspool" that it is this unfortunately is not usual. I would love to run into the creep(s) that did this, but I only go into that hellhole when I absolutely have to.
