If your both residents of PA there is no issue. Long guns may be done this way, handguns are another matter.

even if it were a handgun i believe you could technically give it to your parents and they could then give it to your sister. if she had a ltcf you could give it to her on loan until such time as you could transfer ownership at a dealer. now to your original question. sense it is a long gun all you have to do is simply give it to her.

As stated previously, if both of you are PA residents, and she is not prohibited from owning/possessing a gun you can just give it to her. Long guns require no paperwork for transfer between PA residents. Also, since there is no registration in PA you don't need to worry about it being "in your name". the only place that connects you to that gun would be the Federal form 4473 you filled out when you bought it. The 4473 goes nowhere unless the FFL goes out of business and then the records go to the out of business records unit of the BATFE.

I still say thats an unsafe practice legally there in bold. If the intent is to make sure the sibling is the recipient, and by giving it to the parent to hand to the sibling - even a half witted DA could score a conviction on that just by intent.

Doing a proper transfer is not a difficult or expensive matter.
