Just heard from Metzgar about Castle Doc.
I was with my group yesterday when then stopped in the hall for a discussion session.
I was bored so I stopped into Mezgars office because I remembered that pretty blonde receptionist, Missy.
Well I had to make some excuse for being there so I started to talk to her about the Castle Doctrine and gave her my name and phone number in case he (or she) wanted to talk about it.
Lo and be hold!
She just called me and told me that State Rep. Carl Walker Metzgar has just signed on to the Castle Doctrine.
Edit: I just checked and looks like he was already signed on, oh well.
Although he isn't listed here, maybe he did just sign on today.

EDIT: If I count correctly, there are 123 cosponsors. There are 203 districts in PA. Three of those districts are VACANT.
That means that over 60% of the House of Representatives are cosponsors of this bill. OVER 60%!!!
Something is seriously ####ed when one ###hat in the judiciary committee is capable of stopping something which has the full support of over 60% of the friggin house.Last edited by Nullifidian; April 28th, 2010 at 03:54 PM.

Re: Just heard from Metzgar about Castle Doc.
I must confess to not being as up to speed on the way things are done in my future State's Legislature, but is there NO mechanism available AT ALL to force this to the floor for a straight up/down vote ? NOTHING thats a "trigger " , such as the aforementioned majority number of the sponsors ?
You could potentially have a situation where 99 % of the House supports something and a SINGLE PERSON could block it indefinetly ????Si vis pacem, para bellum

Re: Just heard from Metzgar about Castle Doc.
Ok, I did some data parsing. I did it manually so there's probably mistakes. Anyway, the following is a list of Republicans who are not currently cosponsors of HB40:
Adolph, William F., Jr. (R) - District 165
Causer, Martin T. (R) - District 67
Civera, Mario J., Jr. (R) - District 164
Delozier, Sheryl M. (R) - District 88
DiGirolamo, Gene (R) - District 18
Gabig, Will (R) - District 199
Gillespie, Keith (R) - District 47
Hennessey, Tim (R) - District 26
Miccarelli, Nick (R) - District 162
Milne, Duane (R) - District 167
Murt , Thomas P. (R) - District 152
O'Brien, Dennis M. (R) - District 169
O'Neill, Bernie (R) - District 29
Ross, Chris (R) - District 158
Stern, Jerry (R) - District 80
Taylor, John (R) - District 177
Vereb, Mike (R) - District 150
Watson, Katharine M. (R) - District 144
This doesn't mean they wouldn't vote for it, but to really get this to the floor, we need as many cosponsors as possible. If your Rep is on that list, please call them and request they become a cosponsor.
On the flipside, the following is a list of Democrats who ARE cosponsors of the bill:
Barbin, Bryan (D) - District 71
Belfanti, Robert E., Jr. (D) - District 107
Brennan, Joseph F. (D) - District 133
Burns, Frank (D) - District 72
Carroll , Mike (D) - District 118
Casorio, James E., Jr. (D) - District 56
Costa, Dom (D) - District 21
DeLuca, Anthony M. (D) - District 32
Daley, Peter J. (D) - District 49
Deasy, Daniel J (D) - District 27
DeWeese, H. William (D) - District 50
Dermody, Frank (D) - District 33
George, Camille Bud (D) - District 74
Goodman, Neal P (D) - District 123
Gergely, Marc J. (D) - District 35
Gibbons, Jaret (D) - District 10
Grucela, Richard T. (D) - District 137
Haluska, Gary (D) - District 73
Hanna, Michael K. (D) - District 76
Harhai, R. Ted (D) - District 58
Hornaman, John (D) - District 3
Kessler, David R. (D) - District 130
Kula, Deberah (D) - District 52
Kortz, William C., II (D) - District 38
Kotik, Nick (D) - District 45
Mahoney, Tim (D) - District 51
McGeehan, Michael P. (D) - District 173
Matzie, Robert F (D) - District 16
Murphy, Kevin P. (D) - District 113
Markosek, Joseph F. (D) - District 25
Pallone, John E. (D) - District 54
Petrarca, Joseph A. (D) - District 55
Readshaw, Harry (D) - District 36
Sainato, Chris (D) - District 9
Seip, Tim (D) - District 125
Siptroth, John J. (D) - District 189
Solobay, Timothy J. (D) - District 48
Staback, Edward G. (D) - District 115
Smith, Matthew (D) - District 42
White, Jesse (D) - District 46
If your Rep is in that list, please call them and THANK THEM FOR THEIR SUPPORT. Pro 2nd Amendment Democrats tend to be a rare breed as we all know. Remember, the only way to truly gain all our full RKBA back is to make it so gun rights are on BOTH party platforms. These guys right here are the key to that. Let them know you are proud that they stand for our RKBA and ask them to please try to get more Democrats to support HB40.
Remember, the Dems are currently in power. If enough Dems are in favor of this bill, we'll have the clout to FORCE the Judiciary Chairman to put this to a floor vote.

Re: Just heard from Metzgar about Castle Doc.
There is...
Any member of the House can file a Discharge Resolution for a piece of legislation (ex. HB040), after 25 members have signed on to it. The D.R. is then brought up for a vote on the House floor. If approved, the legislation would bypass the committee and would be available to be added to the House voting schedule.
Basically, all you would need for the Castle Doctrine to be voted on in the House is a member and 25 colleagues to sign a D.R. and have a majority of the members in the House that will vote in favor of the resolution. Now, the Speaker of the House still has some discretion as to when legislation is added to the voting schedule...but...at least it won't be stalled in committee.

Re: Just heard from Metzgar about Castle Doc.
Well with 61% of the house as cosponsors, we know what to do.
Everyone call your representatives and ask them to file a Discharge Resolution for HB40. There HAS to be at least 25 of those 123 who are willing to sign a discharge resolution, and once that's done, we have more than enough votes for it. It would be tough to explain to your constituents why/how you could vote against a bill you are a cosponsor of.

Re: Just heard from Metzgar about Castle Doc.
Gabig, Will (R) - District 199
Said there was no point on him being on the bill as a sponsor because it was not getting out of committee.
These people are playing these bills because they can point and say look what we are about and yet the bill they know will not come up for vote.
See this thread. http://forum.pafoa.org/pennsylvania-...ing-floor.html
We need a list of those on the Judiciary committee - I think that was already posted in the above link
The list of dems and rep. for and against.
If you are not on it - then you must be against.
Co sign if you are for the bill then get my drift.
We need to stay organized.

Re: Just heard from Metzgar about Castle Doc.
I just sent an email to Reichley about the possibility of filing a Discharge Resolution for HB40. He's busy with campaign stuff, but he's usually been good about getting back to me within a week typically.
I imagine a Discharge petition is a very risky political move. But I think it's our only chance at this point. There's no way Caltagirone is going to let HB40 out of the judiciary committee of his own will. The only way we are getting HB40 to the floor is by bypassing him.
