#1 reason for accidents. Visibility. Why? "I just didn't see him officer"
DUI/dwi = ~30% of the ~33k fatalities on the road.
    Distracted driving =~16% (6,000).
Texting estimated to be only a few 100 of the distracted driving no one has hard numbers!
of that persons under the age of 21 make up ~80%!

We have fewer accidents and fewer fatalities every year since 1990! Texting and cell phone use is at an all time high but accidents and fatalities both in number and rate are lower.

Get all those neighbors together and complain about him for speeding and/or reckless driving. I guarantee you don't stand a chance in hell of getting the DA to press charges, especially since the deputy on the scene didn't feel there was sufficient evidence to effect an arrest or write a citation.

Meeting with the police chief is a good idea, just don't expect anything to happen with this incident.

Ah yes, the good old days. Where deals were settled with a handshake, and problems were solved with fists. Now nothing is a done deal until a dozen pages of paper work are signed and notarized and you can't protect you and yours without thinking about the legal ramifications.

It's the price we pay for being "civilized". The good guys have to have legal justification for there actions, and the bad guys know it. Kinda sux in a situation like this, but it's still better than shoot first, ask questions later. Honest citizens today are paying the price of "mob mentality" of yesterday.
