The highest that I know is .223 with 3240 fps. 5.56 can be 3000+ fps. HN's 5.7 anre somewhere in the mid 2000 fps.

The highest that I have are Hyper velocity CCI Stinger .22 LR with 1640 fps. Kinda whimpy, comparing to .223

My Mauser from 1944 is going about 2600-2800 fps at the muzzle with a 196 grain bullet. I'd say that ain't too shabby when you compare it to 3000 fps with a 55 grain .223
Guns don't kill people, it's mostly the bullets.

They all vary and I'm not an extreme expert or anything. But .... I'd have to say its either a

    22-250
    243
    204

All of those have really high velocities.

I've clocked my 22-250 with 40 gr moly coated hollow points at 4100 fps.

I couldn't get any more Varget in the case. No signs of overpressure, so I'll see what faster powders will do!

What do you consider small arms? Pistols only? Counting the .223 pistol or no?

I'm pegging 4500fps with my .220Swift with 30-35gr varmint grenades. My .225Win is hitting 4100 with same vitamin Pb pills.
