Picking up others spent shells a felony?
This kid tried telling me that picking up other peoples spent shells at the range was a felony? He said you can only pick up your own spent shells. I've seen people picking up brass all the time and have never heard of such a thing.

Raise the BS flag. It's necessary to pick up one's own litter, and a courtesy to pick up after others

If true would be hard to do a range clean up day at the local IKES. Or clean up shotgun litter on public hunting areas. Can't speak for all states.

I was 99% sure he was wrong because last year I was picking brass when a ranger stopped and talked to me for a few mins. about reloading and what he reloads for. Also right before hunting season when everyone is out shooting in their rifles quite a few people are after rifle brass.

I'm calling BS on this one. In Arizona they encourage you to pick up as much brass as you want. Otherwise the guys working the range have to do it and you end up missing out on decent brass.
Machine Gun Fred (the gentleman who owned the machine guns I brought to school in 8th grade) picks up every empty casing he can find then sorts out what he wants and sells the rest to the scrap metal places. He doesn't get much but he still gets something.

I'm a hobbyist, not a lawyer. But IF I understand the PA Code:
unless the person told you, "that is my brass and you can't have it" and\or there was some way to prove it was your brass\shell (like you paint your initials on it) there is no crime. AND Theft of items <$2000 is a misdemeanor. It's not a felony until conditions are met.
