Re: Best Hi Cap 9mm's?
There are many great hi-cap 9mm handguns available. My own personal favorites are:
Browning High Power
SIG 226
Beretta 92
Springfield Armory XD9
CZ 75
Each of the above can be found at or under your budget amount. If you consider available used guns, some of them may be available at significantly under your budget, allowing more $$$ for extra mags and ammo.

Yeah, that too, but I don't have direct hands-on experience with the XD-M as I do with the others. The XD is a fine hi-cap, and in these parts a nice used one can be had for ~$375 to ~$450 depending on the number of mags and degree of avarice on the part of the seller.

Re: Best Hi Cap 9mm's?
The M&P is ugly? Beauty is truly in the eye of the beholder. I think it's probably the best looking gun I've found outside of the 1911 market. Reminds me a lot of the 1911's though which is probably why I think it's aesthetically pleasing.
I would obviously recommend the M&P9. It's been my everyday companion for over a year now and I've no intention of replacing it anytime soon. It feel absolutely perfect in my hand, is 100% reliable and pretty damn accurate to boot. The quality is as good as any gun on the market at that price point and if something should happen to go wrong it's covered by an American company that sports hands down the best reputed customer service in the industry.
If it doesn't fit you then I also like the Glock 19 (have one and love it, just not as much as the M&P9), the Glock 17, or the Glock 26 (if you want something smaller. Not a SIG fan. Had a P226 and have shot a P229 extensively and really didn't like anything about them. The 92FS has a really big grip but if you have big paws that might not matter. Like the CZ75 too and the XD series (like the XDm better because they took some of the ugly away on that model).
Really though, make sure you check out the M&P. It's an absolutely fantastic weapon that is gaining a really loyal following pretty quickly. I know I'm sold.
