Default LTCF question, applying shortly before 21st birthday

My brother turns 21 the second day of May.

Since the sheriff is required to pass/fail within 45 days, if he handed his application in today, he would only hit 43 days on the date of his 21st birthday. Is it legal to put the application in before you turn 21, within the 45 day frame? If it is legal, will the sheriff likely tell them not to hand it un until they are 21 anyway?

I think I remember the paperwork saying you must be 21, before you can apply, so I'm not sure.

Anyways, thanks in advance for the responses.

That's lame! So he'll be 21 and 45 days old before he receives his LTCF. LOL.
Too bad monroe doesn't issue same day.

I wonder if he goes in on his 21st birthday, if they make him wait till the day after before he can turn his application in, since he will then "officially" be 21.
I know it sounds preposterous, but iirc someone posted the same exact thing happened to them a while back.

If he takes his birth certificate, with the time of birth listed, and can prove he really is 21 by the date and time, maybe they'll accept it???

Of course there's daylight saving time to consider as well when dealing with the time...since we are now going to DST earlier in the year than we did 21 years ago

If you aren't 21yo at the time they consider issuance you will be DQ'd. They dont have to take 45days, they have up to 45days. They can approve it 30 seconds after receiving it in their hands..

I wanted to do the same thing 4 months ago when I turned 21, I called up and asked them and they told me they wouldnt accept it. If I recall they checked my age on my DL when I first went to the Monroe County Sheriffs office to confirm my age the day after my 21st birthday.
