Its been a while so Ill give some info. The gun has still not been released to the owner. The gun was on loan, but they wont release it without proof of ownership.

Ralph applied for a new permit, they wouldnt (afaik) release his old one, and he was approved.

I'd have the owner report the gun stolen. Its the duty of the law to prove that he doesn't own the gun when it isn't in the system.

I cant say for certain it is in the system, but Im almost positive its in his name.
