    Any 17 year old with a criminal record (yes, I'm aware they are minors) would not be issued a service rifle/pistol.

    Some basic military training would also require the participants to pass before they take home their issued equipment. If they fail, they take home nothing. Refusing training would be the same as failing. Training would start with similar background tests folks go through when they apply for the armed forces. Since it's voluntary (you can choose to not receive training and not be issued a firearm) it seems fair to me.

    But they can, why do you think the Army changed its' doctrine on firing smallarms at attacking airplanes & helicopters. Refer also to the statistics on aircraft losses during the Vietnam War if you doubt me since it was an analysis of that conflict that brought about the change.

    The problem is that our government doesn't want us to have any militia. That's how we gained our independence the first time. You don't actually think they want us to gain it again, do you?

    Funny that you should mention that, I heard a story many years ago about Hitler meeting with the Swiss President and trying to threaten Switzerland into joining the Riech. According to the story Hitler said "I have a million soldiers while you have only 100,000 reservists" To which the President replied "So we all shoot 10 times then go home." Anschluss was not accepted in Switzerland.
