Default New Law - No More by Mail?

This was posted over on defensive Carry.com...

PA just passed a new law that mandates people must show up in person to apply for a PA permit/license to carry. I can't find the bill searching the PA Legislature which is usually simple for me but not in this case. Can anyone give me the Bill #. I would really appreciate it.

The law doesn't go into effect for some time and I am trying to find out that date.

Anybody know anything about this? Did they slip this one by us, or does he have incomplete or totally false info?

    Hmmm...

    Considering:
I can't find the bill searching the PA Legislature which is usually simple for me but not in this case.
    I vote BS

In my county you have to show up in person because they take your picture for the LTCF at the Sheriff's office.

They can scan the photos you supply now, into their system. There is zero reason why they would have to demand you show up in person just to take a picture. Especially for a county like center county, that pulls in over $100,000 a year, investing in a $500 piece of equipment that hot scans would seem to solve everyones problems.
