    Default PA Private Handgun Sale to OH Resident

    Hi,

    I've tried finding this but am not sure that I found the answer.

    Can an OH resident, with an OH CCL and non-resident PA CCL, purchase a handgun from a PA resident in a private sale?

    From what I could find, it looks like a carry permit holder is "exempt" from the prohibition?

    I believe an interstate transfer must go through an FFL in the buyer's home state.

    this is correct. ALL FIREARM SALES between residents of different states MUST go thru a FFL.

    in the case of longarms, a FFL in either state, in the case of handguns, a FFL in the buyers state.

    a sale across state lines without using a FFL is a felony.

    Just to be clear, even a handgun sale between two PA residents has to go through a FFL, by state law. Some states allow handgun transfers within the state without a FFL -- not the case in PA. The only exception is transfer to a parent/child, grandparent/grandchild, or spouse -- which requires no paperwork. In PA, an LTCF provides no benefit far as a transfer is concerned.
