    Scenario: South Carolina resident brings a long gun to PA for shooting (plinking).

    Q. Can he/she sell that long gun to a PA resident without a FFL involved? All parties and the rifle are in PA.

    No

    It's not where you are standing, it's where your home state is. Still an INTERstate transfer and requires an FFL in any state for long gun

    No. That's still an interstate transfer because the two parties are residents of different states. An FFL is required.

    JayBell gave an excellent legal answer, but here's the nuts-and-bolts answer for your friend who already broke a few laws.

    1: Buyer needs a clear copy of the seller's driver license.

    2: Find an FFL who allows firearms to be delivered to them from a civilian. The FFL will log them into his A&D book from CT DL info. For those that are wondering about this answer, the buyer is acting as the "carrier" for the firearms instead of using FedEx/UPS/USPS. The firearms are already in the state, so let's make them legal by getting them into an A&D book instead of shipping them back to CT to an FFL who would just ship them back to PA to another FFL or worst driving them back to CT.

    3: Have that FFL transfer the firearms to the buyer per PA regulations.

    You may not be aware of it, but the person and the question you are responding to was asked 6 1/2 years ago.
