    attorneygeneral.gov is celebrating a 2.2 million dollar valued cocaine and marijuana bust on its front page. That really doesn't comport with Pa. Const. Art. I, Sec. 1.

    CHEYENNE, Wyo. (AP) - The Wyoming House has advanced a bill that would allow residents to carry concealed guns without a permit provided that they can demonstrate they're familiar with firearms.

    The House voted 42-15 on Monday to send House Bill 113 to the Senate.

    The House amended the bill to specify that citizens would have to demonstrate their familiarity with guns by passing a certified firearms safety course or have a background of military or police service.

    Thermopolis Republican Rep. Lorraine Quarberg says Wyoming residents have a constitutional right to carry guns without government permission.

    Sheridan Republican Rep. Jack Landon spoke against the bill. He questioned how police would verify provisions such as the requirement that people must live in the state for at least six months before they could carry concealed guns.

    So instead of a permit they have to carry around their NRA Basic cert...or whatever class they take???

    Well, there goes that plan... Back to the privileged class system (military and LEO exempt from the law)... and they were so close to eliminating one small facet of tyranny.

    This is bad legislation...military and LE exempt? A huge portion of military and LE have very very very limited knowledge of firearms past the issued weapon....this legislation is nothing but FAIL!!!! I would appose it 100%.

    All this does is show that owning a firearm is a privilege, not a right. As soon as you have to take a test to show competence with a device, it is a privilige for you to own or operate that device. I suggest we begin mandatory literacy testing in order to exercise the First Amendment, and keep a database of every person who makes a statement counter to the norm. What say you?

    and here is the amendments to that bill when it passed. Scroll down to the bottom to see:

    Page 3-After line 6 In the standing committee amendment (HB0133HS001/A) to this line, after "institution" delete "." insert ";



    (ix) Have familiarity with deadly weapons by completing any of the following:



    (A) Completion of any certified firearm safety or training course utilizing instructors certified by the National Rifle Association or the Wyoming law enforcement academy;



    (B) Completion of any law enforcement firearms safety or training course or class offered for security guards, investigators, special deputies or any division of law enforcement or security enforcement;



    (C) Experience with a firearm through participation in an organized handgun shooting competition or military service;



    (D) Completion of any firearms training or safety course or class conducted by a state certified or National Rifle Association certified firearms instructor;



    (E) Certification as proficient in firearms safety by any Wyoming law enforcement agency under procedures established by that agency; or



    (F) Honorable retirement as a federal or state peace officer who has a minimum of ten (10) years of service.". STUBSON, HAMMONS
    Funny...Rep Hammons was one of the two responsible for the amendment...and then voted against the bill anyway...
