order the barrel you want in a blank, in any color, finish, contour etc and have a gunsmith thread it, install it, and chamber it.

thats it, doesn't need to be a Howa specific

Jay pretty much told you how it's done, you order a custom barrel and have a gunsmith fit it and headspace it for your rifle. It's not a cheap endeavor, and you may decide you'd rather buy a different rifle for the same amount of money. You said "swap out", and I'm not sure if you had the idea of changing between the two barrels, or just changing permanently. If you decide to "swap them out" sometimes, you'll need a vice with block and a barrel or action wrench (depending on what you put in the vice). You would also need some other modifications so that things index properly, and you have them headspaced properly. You wouldn't be able to go to another caliber unless you changed the bolt, because the bolthead for .223 isn't common to any other larger calibers. Either way, that's how it's done, and it's not cheap.

Check with Enck's Gun Barn. http://www.encksgunbarn.com/index.html They had a good price on a action I wanted and after 3 calls were the only one who could get it. And the price was good.
