    If you live in York county, you must apply for your LTCF at the York County Sheriffs Office or related Sheriffs branch office, if York has such a thing.

    As for ID, driving isn't a requirement to apply for a LTCF. So, as others have suggested a copy of your orders and anything which proves you're a resident (like a utility bill) should suffice. If for some reason the York Sheriff won't accept this, PennDOT does issue PA ID cards which are not driver's licenses. If necessary, you can go to a PennDOT license center and get a PA ID card, and that should be accepted as ID for the LTCF application as well.

    Thanks everyone for their advice. I actually talked to the Sheriff today and he said as long as I have military orders saying Im stationed where I reside, I just fill the application regardless of where my license it. Very cool, york county is.
