CCW Question
I have a friend with a question. He lives in NY and owns a home in Masthope, PA. Would he be able to get a Pike Co. CCW license without having a NY pistol license. He doesn't quite spend 50% of his time in PA.

Residency is what matters, not possession of real-estate. If he is a resident of NY he will need a NY license/permit first.

Best bet would be a Florida, Virginia, or Utah non-resident license. They don't require a license from your home state.
