Black Powder
I haven't bought any black powder in a few years, when I stocked up after building my muzzleloader. A few nights ago, I was at Gander Mountain and saw a customer purchasing a pound of GOEX. They had him fill out some type of form with his personal information (name, address and the like) before they would let him purchase the BP. I was talking to my boss (a less-than-reliable source) about this a little while ago and he said he thought there was some type of law requiring stores to gather this information. I'm always skeptical about people who make claims about things being law, so I'm not sure what to think about this. If anyone out there is a BP shooter or even the owner of a store that sells BP, could you let me know whether this is true or not?

I just bought a pound before flintlock started and didn't have to fill anything out.

I was up near Lehighton and had the same thing. I asked about it, and was told that it due to the insurance carried for the storage. The insurance wants some record to ensure that the blackpowder is designated for a legal reason. It is a cover thy backside.
Other places you just pick up and go.

Yes, it is the new law. It seems the bigger the shop the more likely they will require the ID and information. My most recent purchases I encountered both situations. One photocopied my license. The other place just handed over the counter.

Don't forget, there are two types of "BlackPowder". The original explosive type, and the newer synthetic type. The synthetic type you can just grab off the shelf and pay for it, the original Black Powder is kept "in the back" and you have to ask for it. I've been required to provide ID when I purchase it.
