Purchased a handgun out of state
I purchased a handgun out of state from a person who has since passed away. Do I have to register the pistol in PA?

I'll go ahead and say it...
THERE IS NO REGISTRATION IN PA!
(Put your flame suit on)
If you purchased the handgun from out of state then it needs to be transferred through a FFL..

Edit: If the firearm was "bequeathed" to you then you do not need to transfer it, if funds were exchanged for the handgun then it needs to be transferred. If I have learned anything here....Certified Glock Armorer

VIOLATION of 18 USC 922(a)(3):
(a) It shall be unlawful—
(3) for any person, other than a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to transport into or receive in the State where he resides (or if the person is a corporation or other business entity, the State where it maintains a place of business) any firearm purchased or otherwise obtained by such person outside that State, except that this paragraph (A) shall not preclude any person who lawfully acquires a firearm by bequest or intestate succession in a State other than his State of residence from transporting the firearm into or receiving it in that State, if it is lawful for such person to purchase or possess such firearm in that StateIANAL

unless the person who "bequeathed" the handgun to you was a spouse or parent, it doesn't matter where the gun came from, in-state or out-of-state; the transfer must be done through a FFL dealer.
i'm unsure if the above applies to siblings or grandparents, and if children can give a firearm to a parent.
