    First of all there is nobody plotting any scheme. Second of all when you purchase a hand gun there is a number matched to your name and is collected by the state. The state passes this info to the feds. Each state then has access to it for law enforcement agencies. So in essence every state has registration. Like it or not.

    Which is rediculous in my opinion. There is a database that the PSP like to use but like Greg said. It's illegal.

    It's not registering, it's recordkeeping......

    My two cents; You live in Bucks County, you should get your LTCF ASAP. It's simple to do and the application is made at the Sheriff's Office, located in the basement of the county courthouse in Doylestown. Call that office for more details. The staff is very professional, and will take the time to answer your application questions. It normally takes all of about fifteen minutes.

    You must be at least 21 years of age, and IIRC, the office only accepts cash.

    18 Pa.C.S. § 6102: Definitions

    "Firearm." Any pistol or revolver with a barrel length less than 15 inches, any shotgun with a barrel length less than 18 inches or any rifle with a barrel length less than 16 inches, or any pistol, revolver, rifle or shotgun with an overall length of less than 26 inches. The barrel length of a firearm shall be determined by measuring from the muzzle of the barrel to the face of the closed action, bolt or cylinder, whichever is applicable.

    If it meets that definition, it's illegal for him to lend it to you unless you are licensed under §6109 or meet one of the other exceptions in §6115.
