how do i apply
im sure this has been threaded several times but im new to the site. how do i get a class 3 licence to own full auto sbr and supressors. where do i start and what do i need?

There's a license (an FFL) to be a dealer, or a tax stamp for each transfer. Sounds like you want to own, so you'll be filing a Form 4 every time you purchase, or for some things you file a Form 1 to manufacture one for your own use.
Only people who plan to be in the business should apply for an FFL. It's considered to be tax evasion to get a license just for your own use.
The stamp is for private use, so any non-prohibited PA resident is eligible to purchase any NFA device except for "bombs", which PA law prohibits. The tax is $200 per transfer for most items; a small class of "AOW" weapons is a $5 tax.Attorney Phil Kline, AKA gunlawyer001@gmail.com

As GL stated:
You can just fill out the Form 4 to buy a MG, SBR, and/or a suppressor. You do not need to be a FFL.
You only need a FFL if you plan on being in the business of dealing or manufacturing Title II weapons.
