    I sent a note thanking Delegate Smigiel for introducing the bill, but I wouldn't hold my breath either.

    I see he represents part of the Eastern Shore of MD.
    FYI, the Eastern Shore has had a long standing movement to secede from MD. This goes back to (at least) the 1980's.
