Wasn't planning on being a test case. I'm simply planning on pointing out, as I did last time, that Section 930 appears to authorize lawful carry in Federal Facilities; point out that, according to NPS's previous policy interpretation that Federal Facilities are excluded; then point out that the wording in the approved Coburn amendment would appear to prohibit that policy interpretation as well. Then see what the answer is.
Not really an "in your face" way to deal with it but, hopefully it requires NPS to actually think about it and, more importantly, put something in writing. If the written opinion seems inconsistant w/ the Coburn amendment, well, the next step would likely be seeking input from our Congressional delegates.
That's the way it's supposed to work, ain't it?
Normally, Congress gives a pretty wide berth to agencies to promulgate their own regs and policy based on their area of "expertise." However, the Coburn amendment pretty much says that NPS can't in this case.
(b) Protecting the Right of Individuals to Bear arms in Units of the National Park System and the National Wildlife Refuge System.--The Secretary of the Interior shall not promulgate or enforce any regulation that prohibits an individual from possessing a firearm including an assembled or functional firearm in any unit of the National Park System or the National Wildlife Refuge System if--
(1) the individual is not otherwise prohibited by law from possessing the firearm; and
(2) the possession of the firearm is in compliance with the law of the State in which the unit of the National Park System or the National Wildlife Refuge System is located.Sed ego sum homo indomitus

A question.
If one of us had to go into one of the Federal Buildings and we choose to not be a test case and carry into the building, can we just simply give our firearm over to a friend. (Maybe we gotta take a *&^% and need to visit the restroom inside the building.)

Date will definitely be 2/27. I'm looking at the midday time frame (11-1ish?). I hope to get up this weekend to see exactly if/what types of grills may be available. If the weather is too cold, we may just do a stroll around the area and then head indoors somewhere to eat.
