    it must be true (emphasis mine):

    From their website

    URGENCY: There is no federal law on prohibiting carrying concealed handguns outside of federal property. Thirty-five states have “shall-issue” laws forcing police to issue concealed handgun permits. Eleven states have “may-issue” laws that give local law enforcement officials discretion over who gets a concealed handgun permit and how many are allowed in each jurisdiction. Two states, Wisconsin and Illinois, do not require a permit to carry concealed handguns in public while two states forbid the carrying of concealed handguns.

    In a way its true.. Those two states do not require a permit to carry concealed because you cannot legally carry concealed. If there was a requirement to have a permit they'd have to issue a permit.

    I always assumed that "may issue" pretty much always meant something like "yeah, we may issue you a permit, just like deputy Debbie over here may give you a reach around".

    Is there any state with a "May Issue" law that actually routinely and reasonably fairly issues?

    In some states (NY, CA) it depends on your county. Some of the rural counties are essentially "shall issue."

    Alabama and Delaware. Both are close to "shall issue" in practice. CT isn't far behind those two, and I've heard RI isn't far behind CT.

    Some counties of California and New York are practically "shall issue" as well.

    You CANNOT concealed carry in Wisconsin... PERIOD..... only exceptions are LEO's, P.I. ( after state certification and training courses ) Armed Guards ( again state certified ).. and a few others.. the COMMON person cannot get a permit ......
