This is the part that made me feel better:
Sec. 7. Nothing in this order is intended to affect the continued effectiveness of any rules, regulations, orders, licenses, or other forms of administrative action issued, taken, or continued in effect heretofore or hereafter under 31 C.F.R. chapter V, except as expressly terminated, modified, or suspended by or pursuant to this order.

basically, if the secretary of the treasury decides that you might contribute to or work for someone or some organization who in turn might support (or claim to support) acts of violence aimed at destabilizing the government of iraq or the "peace process" (is there one?) in iraq, any assets you have in the US can be frozen without any warning.
the US government is excepted, of course.
prolly not a big deal, actually. but don't go making donations to organization that might organize protests against the US presence in iraq...given the twisted logic that our government often applies in such matters, protests could be construed as "violence" and "against the US presence in iraq" could be construed as "destabilizing the iraqi government" and/or this supposed "iraqi peace process".
