    Default National Reciprocity

Tucked away in the National Defense Authorization Act for Fiscal Year 2010 bill is an amendment that sounds like national reciprocity:

    AMENDMENT PURPOSE:
To amend chapter 44 of title 18, United States Code, to allow citizens who have concealed carry permits from the State in which they reside to carry concealed firearms in another State that grants concealed carry permits, if the individual complies with the laws of the State.
I'm not very clear on reciprocity agreements, but my understanding is that states agree to recognize a LTCF with other states. However, some states, in order to receive that LTCF require training courses and laws. Does this amendment thereby require LTCF carriers that cross a border into state X to "comply with the laws of the State", i.e., take a training course in their own state first? Does this mean all states will thereby have to alter their requirements of LTCF to be that of the more 'conservative' issuing states?

The Amendment 1618 that was voted down in July is in that Bill....probably the one OP is referring to.

either way it would make no difference as this is already exactly what is in place with state reciprocity
The first vehicles normally on the scene of a crime are ambulances and police cruisers. If you are armed you have a chance to decide who gets transported in which vehicle, if you are not armed then that decision is made for you.

Be prepared, because someone else already is and no one knows their intent except them.

I think, he is referring to a bill Amendment that would have forced states to recognize other States permit/licenses....

Thoughts on what it would mean if enacted though? The part of complying with other state laws? Would it change requirements for LTCF nationally?

    Care to elaborate?

I see it as an infringement of state sovereignty, but the U.S. constitution does have the full faith and credit clause...
