    To a non pa resident i would think you need to go through an FFL no matter if its a long gun or a hand gun. with a long gun you can go through a Pa FFL and do the transfer in state. with a Hand gun you must have the FFL in the non resident's state handle the transfer. In both cases a PICS/NICS check must be accomplished.

    This is basically correct. To add, the long arm (or the handgun) the non-resident is buying must be legal/permitted in the state where they reside. As said, a non resident can buy the handgun from the PA resident, but it then has to be shipped to a FFL in the non-residents state to do the actual transfer. If the FFL in the non-resident state will not accept a shipment from a non-FFL, then the gun will need to go from a PA FFL to the out of state FFL.

    All of this is moot if the buyer is a FFL (other than the gun must still be permitted into the other state).
