Yes, it's state run. Preemption only applies to counties and municipalities, so their ban is statutorily acceptable.

All state schools can have their own poice department by virtue of being a state school. The following schools are owned and operated by the Commonwealth.

even if it is a state owned school, preemption does not apply to them.
as clearly stated in the preemption clause, it applies only to counties, municipalities, and townships. a state owned school is not one of those three entities (nor even a part of or under the control of one of those three entities).
of course, they cannot make their own laws, but they likely can regulate the use of their property and public property the state has given them administrative control over.F*S=k

Lock Haven Public Safety Officers are LEO/Police. Colleges seem to like the term "Public Safety" for PC reasons. In addition a Public Safety dept. might include,(in addition to police) security guards, parking/ticket writers,fire safety people,etc. Don't forget Texas State LEO's are in the Texas Dept. of Public Safety-they are State cops not security guards.
