    I would tend to agree with this as campus police pull people over and write tickets for speeding by on a public city street.

    They really think they own the place up there and I agree with above post, cc is cc.

    Yes, it's state run. Preemption only applies to counties and municipalities, so their ban is statutorily acceptable.

    This post, http://forum.pafoa.org/open-carry-14...tml#post886660 , explains the issue a tad.

    All state schools can have their own poice department by virtue of being a state school. The following schools are owned and operated by the Commonwealth.

    * Bloomsburg University of Pennsylvania
    * California University of Pennsylvania, Cal U
    * Cheyney University of Pennsylvania
    * Clarion University of Pennsylvania
    * East Stroudsburg University of Pennsylvania
    * Edinboro University of Pennsylvania
    * Indiana University of Pennsylvania, IUP
    * Kutztown University of Pennsylvania
    * Lock Haven University of Pennsylvania
    * Mansfield University of Pennsylvania
    * Millersville University of Pennsylvania
    * Shippensburg University of Pennsylvania
    * Slippery Rock University of Pennsylvania
    * West Chester University of Pennsylvania

    even if it is a state owned school, preemption does not apply to them.

    as clearly stated in the preemption clause, it applies only to counties, municipalities, and townships. a state owned school is not one of those three entities (nor even a part of or under the control of one of those three entities).

    of course, they cannot make their own laws, but they likely can regulate the use of their property and public property the state has given them administrative control over.

    Lock Haven Public Safety Officers are LEO/Police. Colleges seem to like the term "Public Safety" for PC reasons. In addition a Public Safety dept. might include,(in addition to police) security guards, parking/ticket writers,fire safety people,etc. Don't forget Texas State LEO's are in the Texas Dept. of Public Safety-they are State cops not security guards.

    That's good to know. My brother goes there and I'm going up to visit him in Nov. I'll make sure I conceal or leave my gun at home.

    General rule of thumb is to CC on ALL school property k-12 and university.
    Unless YOU want to be the one to test the law or test university policy, in court. It will be expensive.

    For University policies though, the only thing you'll test is how fast they are you to leave. The other one will cost you.

    No. You can remain there peacefully, assert your right, and allow them to arrest you without resisting. Once you are charged, you can battle it out in court.
