    NO!! You are excepted from the FEDERAL Gun Free School Zone Act for schools in Pa while you have a Pa LTCF BUT there is still Commonwealth Law (18 Pa CS §912) that prohibits possession within school grounds/buildings [unless you want to be the test case for the "other lawful purposes" exception]

    You may rise to the level of reckless endangerment, I suppose, if the facts are such that you were drunk and waving the gun around.
    My point had to do with DUI'S (driving under the influence), not simply 'drunk and waving the gun around'. If convicted of a DUI while carrying a concealed weapon even under license can be cause to have your concealed carry permit revoked. That is my take on the law.

    You can carry within a school zone, with your license.

    You can carry in a school under state law for a "lawful" purpose.
    What "lawful" purpose means will be up to the judge who tries you.

    If a meeting is held in the Church School room is this considered a school. This is one room used for Sunday School and Church meetings.

    There is no other type of school on the grounds.

    The statute (18 Pa CS 912) specifies that the school is:

    any elementary or secondary publicly-funded educational
    institution, any elementary or secondary private school licensed
    by the Department of Education or any elementary or secondary
    parochial school
    From what you describe it is not a school for §912 purposes.

    Nor would it qualify under the Federal GFSZA as a school:

    18 USC 921(26) The term "school" means a school which provides elementary or secondary education, as determined under State law.

Philly is the ONLY First Class city in PA, the next largest city, Pittsburgh, is about 550,000 residents away from being one."

    I believe that part of this info. is incorrect.
    "you are required to have a license to Open Carry." The reference should be Concealed Carry.

    No, you need a LTCF to open and conceal carry in a city of the first class (only Philly). Philly breaks state law in a few ways and this is one of them. The city just settled a lawsuit against them because of some other laws Philly was breaking - denying people LTCFs for offenses that shouldn't bar one from obtaining a license, taking longer than 30-45 days, amongst other things.

    The need for a license (or exemption from licensing) to OC in Phila is due to a Commonwealth statute - not a local (Phila) ordinance.

    18 Pa CS § 6108. Carrying firearms on public streets or public property in Philadelphia.

    No person shall carry a firearm, rifle or shotgun at any time upon the public streets or upon any public property in a city of the first class unless:

    (1) such person is licensed to carry a firearm; or


    (2) such person is exempt from licensing under section 6106(b) of this title (relating to firearms not to be carried without a license).

    I stand corrected. Either way, a LTCF is required for open and/or concealed carry in a city of the first class (philly)
