Default HB 1633 - Philly Registration

    HB 1633

Looks like Cruz and gang are trying another gun registration bill.

24 (a) General rule.--All firearms in a city of the first class
25 shall be registered in accordance with this section. It shall be
26 the duty of a person owning or possessing any firearm to cause
27 the firearm to be registered. No person within a city of the
28 first class may possess, harbor, have under the person's
29 control, transfer, offer for sale, sell, give, deliver or accept
30 any firearm unless the person is the holder of a valid
    20070H1633B2090 - 2 -

1 registration certificate for the firearm. No person within a
2 city of the first class may possess, harbor, have under the
3 person's control, transfer, offer for sale, sell, deliver or
4 accept any firearm which is unregisterable under this act.
Also sounds like they're trying to do an end-run around concealed carry:
7 (3) Keep any firearm in the registrant's possession
8 unloaded and disassembled or bound by a trigger lock, gun
9 safe or similar device unless the firearm is in the
10 registrant's immediate possession and control while at the
11 registrant's place of residence or business or while being
12 used for lawful recreational purposes within a city of the
13 first class. This paragraph shall not apply to law
14 enforcement personnel or security personnel while in the
    15 course of their employment.
    Will these guys never stop?

yep, that would effectively end concealed carry in philly. Fortunately this has no chance of going anywhere, and even if it did....

    Section 6. Penalty.
A person who violates this act commits a summary offense.
It's a parking ticket. I'd keep carrying, i'd just stop calling the police to help me with things.

They were discussing this (showing the PA House) on PCN today and one of the reps was like "all the citizens of PA will ether pay in the front end (let the bill pass and pay for the registraiton) or in the back end (more tax $$ for court fees, police officers, and some other stuff that I forget). It has also been said that they want to only ban illegal guns but as we saw before (I forget which post it was in) felons don't have to register their guns due to self incrimination.

The difference being the latter is a tax on everyone while registration fees would be a tax on just gunowners, and i'm not sure what we've done to deserve being forced to pay for the city's crime problems.

And note that we, in this case, means everyone in PA. Why should EVERYONE IN PA have to pay for a corrupt city gone hopelessly out of control?

The politicans in Philly claim they want Home Rule when it comes to gun control. But where's the Home Rule when it comes to enforcing laws, punishing criminals, requiring citizens to do their duty to be responsible members of society, and maintaining law and order? No, in that case they claim it's the world's obligation to help them out. The double standard set by these welfare-state-liberals-gone-amok is disgusting.
