Lycoming county applicant from Chester county
I go to Penn college in Wilpo and i want to apply for my LTCF. My permanent residence is back is Chester county. I haven't called either sheriff's departments yet, but I hear it takes about two days in lyco and two weeks in Chester county. I'm headed home for the weekend for labor day so i could always apply Friday in Chester co. but I'd rather do it up here and for-go the wait.Anybody know if this is possible or has done this?

Here's the way the statute reads about applying in the county in which you reside:
b) Place of application.--An individual who is 21 years of age or older may apply to a sheriff for a license to carry a firearm concealed on or about his person or in a vehicle within this Commonwealth. If the applicant is a resident of this Commonwealth, he shall make application with the sheriff of the county in which he resides or, if a resident of a city of the first class, with the chief of police of that city.
It doesn't say primary or permanent residence, but I would assume that a temporary residence at a college would not be acceptable, IMO.

I would think you'd need to apply based on your driver's license address...

I called the Lycoming sheriff's office today and they said that I should apply through Chester county. I'm just concerned about the wait, the sooner the better, so I don't have to keep locking my ammo in my truck box while the gun is in cab. More of a convenience than anything else I guess. Thanks for the clarification none the less.
