told not to carry in lyco mh/mr
so here is the situation. i have an appointment at the lycoming county mh/mr williamsport office next week. and their office called me to remind me of my app. and the guy who call happens to be a friend of a friend of mine, and knows i carry. so over the phone he tells me that i am not allowed to carry in their building because they also have a children and youth office. so what do i do? i'm thinking just go cc and don't worry about it. or would this also be a private property issue?

i'm not sure who owns it. how would i go about finding out the owner of the building?

If it's a county office, preemption should apply whether the county owns or rents the building. You should ask for a citation of the law that prohibit carry in such a facility. If it's some kind of child/youth court facility, then they are require to provide a storage facility per §913.

It's a county facility, so preemption applies. Then again, considering the environment, so does common sense. If you're going to carry, carry concealed, and tell no one, not even your friend.
Such a facility deals with people with problems, and you certainly don't want to add to the environmental stress level.
In my job I routinely deal with such people, and you really, really don't want a bad situation getting worse.
If possible, lock it in your car - that's what they invented car safes and cable locks for.

What is the address? Is it on Pine St,. in Executive Plaza? That is County property and has no Court Facility within that building.
Be safe (and stay out of Court, if you can).

10-4, behind the starbucks. Interesting twist, I believe that is private property, the County must be a tenant in the building. I am not certain whether they can dictate your carrying or not. Probably best to do so in a discreet fashion.
Please post again after you go and let us know how it unfolded.

Whether the county owns the building or is just leasing it (or part of it), preemption applies. As such, they cannot legally prohibit firearms.
However, as they taught you in driving school, you can be right - dead right (with emphasis on "dead").
Go into such a mental health/mental retardation facility carrying (or at least they know you're carrying) and you'll be arrested and at least cited for inducing a panic. You may be legally right, but you'll still lose the very expensive battle.
