Default PA resident buying vehicle from WV, questions

Just wondering how this would work. What would I need to get from the seller to drive the vehicle home? I've read online through google search that some states offer a 3 day transit tag for transporting the vehicle home, but I cant figure out if PA offers this, or if I would need the tag from PA or WV. I understand that I would need to register the vehicle in PA, and pay taxes in PA, but the title stuff confuses me.

    Thanks,

    LC

You would get the transport tag from the WV DMV. At least that's what I did when I bought my car in VT.
The seller and I went to the DMV, and I got a 30-day paper tag for $3 (yes, three bucks!). I drove it until it expired, then went to a tag place in PA, got the PA title work done, PA tags and paid the sales tax.

What would I need to get from the seller, besides the title, obviously. I found a bill of sale form online that requires a notary, but is that necessary?

It varies by state. In most states, you can sign over the title right there in the seller's front yard. The title usually has a space to write down the sales price. That's all I needed to present to the tag agent in PA.
Have your seller in WV find out what he needs to do to legally sign over his tile to you.
