    Default serial number ?

I know there is no registry in PA. Why, then, is the serial number recorded on the form when purchasing? I couldn't find this when I searched.

While there is no registry in PA, the PSP does keep an 'incomplete database' of firearm transfers within the commonwealth.

Because the PSP keeps a record of who the last person a handgun was transferred to. Its been this way for countless years in PA and the only way it will stop is to completely strip away the procedure of recorded transfers within PA's laws.

And on the 4473, the dealer keeps a copy of who he transferred it too.
