Federal Hi-Shok vs Power-Shok different bullets or just advertising ?

Is there any actual difference between Hi-Shok and Power-Shok ammo, I've heard that Power-Shok has better bullets, I know Hi-Shok had a rep for being a little on the hard side, at least for deer, and showed poor expansion. In my backyard tests which was shooting at 150yds through a water jug into soaked news paper Hi-Shoks never expanded like PowerPoints or Core-lokts.

My general feel on the way Federal names their products is basically a good, better, best system.

Hi-Shok (good)
Power-Shok (Better)
Vital-Shok (Best)
Gold-Medal (Priced like gold, Match Grade)
