FL and PA have "reciprocity" which means they honor each other's license/permits (like driver's licenses).

so, he does not need an FL permit to carry in FL. he can carry in FL on his PA LTCF.

however, the FL license will allow him to carry in several other states that the PA license will not (as FL has reciprocity with a number of states that PA does not), so it may be well worth it for him to get a FL license anyway. (for example, i have a UT carry license even though i do not frequent UT and could carry in UT on my PA LTCF simply because the UT license allows me to carry in OH, DE, etc. which is not allows with just a PA LTCF. having a FL permit would work the same way.)

and, of course, it is important to note that, regardless of what state's license you are carrying on, you must obey all the laws of the state you are in.

There is also the 1000' school zone issue. He may want a carry license from the all states where he carries - JIC.

I have both permits I am a resident full time in Florida and spend my summers with family here in Pa, I grew up in a adjacent state.

Your father would be doing himself a big favor by staying in Florida longer than 6 months a year, so he can apply for homestead relief( tax relief) and not have to pay taxes in Pa. it may be inconvient at this time but he should look into it maybe for the future. when he returns to Florida he should ask a few friends he has there about it. (This practice is common and I am not advocating anything illegal)

on the permit end, if he became a resident of Florida then he would get more states being a resident and more states having a Florida CCW. Plus as a resident we still have Face to Face transactions, like Pa used to have.

I believe he means handguns, which are not legal to transfer in PA w/o an FFL involved - except between (Grand)parent/child or spouses.
