I took the liberty of correcting some minor spelling and grammar errors, formatting it to be more readable, and exporting it to a PDF that can be easily printed by anyone.

Can I refuse to provide my LTCF to a LEO (who's probably being a dick in the first place) if I am OC'ing and not doing anything suspicious? If I'm not mistaken all I am legally bound to do is provide my first and last name. Correct? Also, I know this is a very gray area, but what are the grounds where I am legally allowed to use deadly force? I know that when my life or somebody else's life is in immediate danger, but does the person have to be visablly armed? What about protecting personal property (an attempted car-jacking for instance)?

Yes. Outside Philadelphia (and a vehicle) you don't even need a LTCF.

There is no stop and ID statute in Pa. You are not required to have ID of any kind while not partaking in a privileged activity such as driving or carrying concealed, etc

If you OC in Phila you need an LTCF but it is debatable whether an LEO seeing you OC is allowed to demand your LTCF. By my knowledge they can not stop you to see your license unless you are observed violating the law or they have RAS that you are violating the law (such as being unlicensed).

Others disagree based on some bad case law we have. There are other threads on the topic and I will see if I can find them and post them for you.

There are a number of threads on this. They should be easy to find using the search. Or you can start a new thread if they ydo not answer your Q's. This is probably not the best thread for such a discussion.

Haven't logged in here in a while, but I found out something interesting today. Last summer, I emailed the memo to my local police department and I found out from my neighbor that memo went out about me being a person who might present a problem to law enforcement. Just a word to the wise.

Hmm, you might want to do a RTKL request to the police department asking about such.

Problem to what LEO? LEO that violate the law?

I would find out if this is true.

    Start here:

If you need help please ask. I want to see this shake out., It is unacceptable for LEO to treat citizens with this type of contempt.

I know this is true for a fact, as the neighbor who told me is a LEO in the town. I'd laugh it off as nothing if it weren't for the fact that this could be a potential career killer, as I'm trying to become a LEO. I'm not certain I really want to pursue this any further.
