Registration question
My brother purchased a rifle for my now ex-husband. Both live in PA. My brother is insisting the gun needs to be transfered to my ex's name. My ex keeps telling me that the gun does not need to be transferred. Who is right?

Your ex is correct. Its a long gun.. It's in no one's name, and only the FFL knows who originally bought it. It doesn't need to be put in any other persons name.
Long guns can be bought, sold, traded, and bartered with privately between residents of the same state as freely as one would with a loaf of bread. Except the receiving person has to be legally allowed to own a firearm.
Also, there is no "registration" of guns in PA. Only handguns, SBS's and SBR's require a proper transfer to be completed and to be recorded.

While a Bill of Sale is not required, in may not be a bad idea. Especially in dealing with an Ex.
If the gun was originally owned by him, and he reports it stolen, there could be problems. All kinds of weird things happen when people split up.

The bill of sale is a CYO thing, not a bad idea.
* But yeah, when selling, trading, or giving away a rifle it has the same status as a lawn mower at a garage sale. Many people drop their jaw at this.
