It doesn't matter if it's loaded or not, and it doesn't matter where in the car it is. It doesn't matter if the damn thing doesn't work. If he has a hand gun in the car, doesn't have an LTCF, and is going to someplace other than directly to and from one of the designated exceptions then he will be in serious trouble if he gets caught!

If you don't have an LTCF, and you stop at Wawa on the way back from the range you are now in violation of the law.

No problem. I'm glad you read it before you got into unnessecary trouble.

While pursuing the legal aspects of getting your rights restored, you might consider looking into a Florida Permit.

They have reciprocity with PA which would cover you for CC, Philly, etc. Plus any other states permit/license is acceptable for carry in a vehicle in PA regardless of where you reside.

I believe that your particular history is a disqualifier for Utah, which is the other favorite for non resident permits/licenses, but that might be something to look into once you have the PA issues sorted out.
