Wouldn't this be relevant to the OP?

    § 6109. Licenses. (e)(1)
iv.An individual who, within the past ten years, has been adjudicated delinquent for a crime enumerated in section 6105 or for an offense under The Controlled Substance, Drug, Device and Cosmetic Act.

Ok, so you can buy and own a gun. You can open carry. That doesn't require a LTCF. Just don't get into a vehicle while carrying.

it would have to be unloaded also, not just locked up.

Only if he was a juvenile. Instead of saying that a juvenile is guilty, they say adjudicated delinquent.

    Were you a juvenile?

You can OC on foot. In PA you can only have a gun in the car if you have an LTCF. Otherwise you must meet some limited exceptions: going to the range, gun shop, gun smith.

You Cannot carry a gun in the car just to OC at your destination if you don't have an LTCF

Doing so, and getting caught will cost you your right to own firearms permanently.

You also need an LTCF in Philadelphia (City of the 1st class), a declared state of emergency, and to conceal.
If you don't know who your state legislators are go here:

put your zip plus 4 in the box in the upper right hand corner.
