Can't really speak for the PA residents. But 99.99% of the time nothing happens.
To just give you an idea here a list of the open carry logs from those at Delaware Open Carry.

Some of the members have gotten rather creative in how they mount the gun to the dash. There have been many encounters with the police where absolutely nothing happened. Some where there's a talk about guns and only a couple where the police overstepped their bounds.
We have monthly meetings, usually at restaurants in New Castle County, with no calls about a man with a gun. There have been a couple where LEO's of some sort were there eating and nothing was said.
From everything going on it would seem the County Police are the most informed as to the law. Most of the State Police are cool with open carry, with a few exceptions. City of Wilmington seems to have the biggest problem with not being aware of the laws. But several members have attended events, like the Tea Party, downtown with no hassles at all.
I can't think of any mention, either here or on the DELOC forum, about anyone being hassled for concealed carry. Or for having a gun on the dash or passenger seat.Divided we ever have been, and ever must be.Two thirds always had and will have more difficulty to struggle with the one third than with all our foreign enemies. - John Adams
