If you buy a cheesteak in Philly, and it sucks...is it still a philly cheesesteak, or is it just a steak & cheese? Or is it just a cheesesteak?

When does a cheesesteak in philly go from simply cheesesteak to philly cheesesteak, if its sold in philly? Would then a real philly cheesesteak in philly be called a philly philly cheesesteak?

And what if you get one without the cheese?
