    Default Handgun Transfer Question

    If someone from out of state wants to purchase a handgun from me, and they are with me at the FFL, would there be any problem in them having the gun transfered over? As far as I know this would be a 10 minute thing as usual, all they have to do is run pics/nics? Question coming up because I've got someone who recently moved into the area, actually a few miles down the road from me, and wants to buy a pistol of mine. We're concerned there might be a problem or some kind of wait if he uses his florida ID and wants to wait till he gets his PA ID. Is this necessary or are we good to go?

    the BUYER of a handgun must transfer through their state of residence.

    So you as the seller can go to THEIR state to an FFL and transfer, but they cannot buy from you unless they reside in PA.

    as per the other person, if they are a legal resident of this state, they can purchase from you via the FFL transfer, but they're going to have prrof of residency... the FL ID will not work.

    Alright, first part understood. Now what would work for proof of residency? He's been living here for a couple months, what could he use as proof of residency in place of a PA DL or PA State ID?

    Here are some things that should satisfy the gun dealer (taken directly from a 4473):

    Utility Bills
    Current Bank Statements
    Rent Receipts
    Mortgage Payments
    Lease Agreements
    Personal Property Tax Bills
    Documents Issued by Federal, State or local government agencies
    First Class Mail issued (sent to you) by government agencies
    Insurance Policies
    Bills with current address
    Major Credit Card bills

    By BATFE direction any or all of these will show proof of your residency.

    BTW, if he has been living here this long and this is his new residence, he is long past the time frame for changing his DL to a PA DL.

    what about having him pay you then you ship the gun to a FFL from his state that saves alot of time and money then having to go to his state for the transfer.

    He moved here to PA but doesnt have PA ID yet.

    oh ok, i dont know what to say, you have to ask a FFL or gun dealer, he should know how to handle this and let you know what needs to be done .
