    Default Out of state resident purchase in PA

    How can an out of state resident who will be in Pennsylvania on a job for several months purchase a pistol and use it while he is here? Can this be done? How does he transport the pistol back to his home state?

    No per federal law all purchases of firearms must be transferred via an FFL in the buyer's state of residence.

    The first question is what state is he from? If needed a non-res PA LTCF can be obtained to legally carry in PA. Purchasing the handgun would have to be in the home state. Transporting to and from PA may fall under interstate transportation (again home state?). See this thread using Maryland as an example.

    You can purchase one in your homestate. You are permitted to carry it across state lines unloaded and locked in your trunk. I don't know about keeping it in PA for any length of time.

    Ok...along those lines then. Can I go on leave to Oklahoma, which is my state of residence, where I pay taxes, have both vehicles registered, own land, and have my driver's license and all that...and buy a gun there rather than deal with the bureaucratic nightmare of the DPRM? Gun prices are even cheaper there. IT would be handled through an FFL, but would be handled under an hour, rather than 10 days. (the 10 days thing is like buying an already built house, then waiting a year before moving in.)

    Just a question on legality, because I was planning on doing this very exact thing this summer. Go home, buy a gun, bring it back. (it is on the approved list from the DPRM AG list.)

    According to Provision B 12 , if you maintain a part time home in a state other than your primary state of residence, you may lawfully purchase a handgun in that state while residing there. The problem would be in finding an FFL dealer who would be comfortable making the sale. In theory, bringing utility bills, rent receipts, tax bills etc should be proof of part time residency and you should not need a PA drivers license. I doubt you would find a dealer to go along.

    When I bought mine in DPRM, I had to have a copy of my lease, and orders bringing me to DPRM. Had to have the bill to get my fishing license.

    The DPRM is the Democratic People's Republic of Maryland. Kind of like the Socialist Republic of New York, and the Democratic People's Republic of Korea. You have no rights in those places unless the state so gives them to you.

    I bought my Taurus 24/7 Pro, .40 S&W in the DPRM, required my driver's license (OK), Military ID, a copy of my lease, and a copy of my orders bringing me here.

    When I bout my .357, the gun shop claimed I could not buy a gun in this state because I was only a resident, Canadian citizenship. After asking him to check into it, he decided to try the paperwork, there is a place there for the A# so I knew there would be a clause for this. He said I will call you within 24 hrs... 2 hours later, but 15 minutes before the shop closed, he called me back and said No problem, come pick up the gun, just bring 3 months worth of bills with you proving your address... I needed 2 forms of bills, use the cell phone and auto insurance.
    The farce in all this is a cell phone can be purchased anywhere and any address can be given to them, and auto insurance is the same. So basically, they wanted to know I had a mailbox some where in the state.

    As for once you own the gun, If you are traveling with it, there should be no problem, where you stop and start to live again might have different rules about it all, but say you lived in Florida 6 months a year, and PA 6 months per year, as the laws are the same about gun ownership, there is no problem. You dont need to transfer guns to yourself through a FFL, If the Govt forced that, it would be equal to saying there is a registry, and they all claim there is not!!!
    EDI TTO ADD: I am not a lawyer, so I would suggest you ask one about it, but the way I understand it, If you can legally own the gun in the state you start in, and legally own the gun in the state you stop in, there is no problem.
    Where a problem might arize is if you travle to a place where guns are not allowd, IE : New York City, Illinois... then you could be in deep poop with out a paddle
